Interesting idea: If I were an anti-American terrorist and I could get my hands on a nuclear device, I wouldn't set it off in America, but against a deployment of troops. I'd bet they're a lot easier to hit and the trauma of hitting a fair number of U.S. troops with associated civilian casualties would be pretty significant. Additionally, it's not likely to be the same sort of rallying point that the World Trade Center and Pentagon were.

Combine this with the fact that U.S. forces are on the verge of being overstretched anyway and you've got a very interesting situation.
